SHE安衛環與EHS環安

安全衛生環保的人員以往常常將安全(Safety)，健康(Health或者翻成衛生，是沿用日本的譯名)，環保(Environmental Protection)三個英文的字頭縮寫合在一起，簡稱為SHE(安衛環)。




近十幾年來，國際上(特別是半導體界)大多已改用EHS(中文簡稱環安或環安衛)的順序來涵蓋原來SHE的範疇。例如SEMI(國際半導體設備材料產業協會)的各種環安標準都是採用EHS的順序。

但是原有的SHE(安衛環)和HSE(此順序中國較常用，有時亦翻成環安)還是有人在用，我在台灣杜邦公司早期的名片就是SHE安全衛生暨環保副理。



後來也有人將品質(Quality)及保安(Security)加入，成為Q&EHS或S&SHE，更有人加入人因工程(Ergonomics)成為SHEEP(Safety, Health, Environmental, Ergonomics Protection)等等。



無論如何SHE的順序雖然不同，內容都是指安全、健康及環保三大項目，只是其重點及先後順序因為時代的進展而改變。



從安全管理的發生歷史來說，一般工廠老闆都是首先重視工廠資產的防火措施，後來因為安全事故不斷的發生，為了防治的需要而陸續開始注意各種立即危害的防治也就是安全問題，(我在1981年調到杜邦總公司上班時，總公司的安全部門仍叫作Safety & Fire Protection Division安全暨防火處)，接著因為各種慢性職業病的發生，增加了保護職業健康議題，最後因為工廠造成的環境污染問題，再加上環境保護的管理業務，最近心理安全和人因工程問題也日漸重要；其實這些都是安全管理在不同問題領域範圍的擴充。



事實上現代安全管理除了物理性危害(安全問題為主)，化學性危害(職業病為主)，生物性危害(也是職業病)，人因工程危害(職業病)，還有心理性危害(自殺等防治)，社會性危害(保安問題)，最後社會互動整體問題(企業社會責任問題)等等，安全管理的範疇日漸擴大，影響更為廣泛，環安管理問題已經與每個人的日常生活食衣住行育樂都有密切的關係。



所以人人都應該有正確的安全觀念，才能在生活中有正確的風險觀念，不會人云亦云，胡亂的盲從盲動，才能活得自信和自在。
